What is an Item Upgrader in Pokemon Go?

The upgrader for items adds a new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.
Boosts
With an upgrader for your item, you can get numerous bonuses. They can include a range of stats, as well as many additional bonuses. Some items come with built-in boos which is less useful when upgraded. For instance the Goldwrap provides extra slots for potion. These are usually upgraded to add value to a nearly perfect item.
Costs
There are a few expenses related to upgrades of items. The most significant cost is the upgrade itself. It can be costly and depends on the new ilvl of the item and the number perks it gains. It is also costly to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).
The other is the cost of materials required to upgrade. The items used for upgrades are usually either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable by completing specific Mists of Pandaria or Warlords of Draenor quests). The amount of these materials needed can be found in the inventory of an upgrade vendor.
It takes time to upgrade an item. It can take 8 hours, depending on the magnitude of an upgrade. The upgraded item's base stats are calculated based on the new ilvl of the item bonuses, perks, and other properties. This calculation determines the latest Armor Class bonus, damage dice, and other crucial stats. In certain cases an upgrade may grant additional benefits. These perks are offered in a list.
In rare cases, the upgrade will replace only the highest-costing perks. The upgrader can also make other modifications to the item, like changing the damage type of its weapon or eliminating an operational or unwieldy function. These changes are based on an item's ilvl. They may also require special materials, such as Adamantine.
Success Rate
The process of upgrading an item is based on the chance. Like any random system there is a chance that it will not succeed. However, there are a few things that can help to increase the odds of success. This includes using an item called an Upgrade Pity, or the addition of extra components to the upgrade.
An Upgrade Pity is a product you can buy from the smithing NPC in Lost Ark. It increases the chance of an upgrade being successful by a certain percentage. This is similar to the luck bonus that certain items offer but is more reliable. It can be added to any weapon or armor and is used three times.

You can also add other materials to the upgrade to increase the chances of success. They are displayed in a window above the + button. There are a few limitations. The maximum amount of material you can add is shown directly above the + button.
Another method to increase the chance of a successful upgrade is to use an item called Blacksmith Blessing or an upgraded version of it. This item can be helpful in the event that your item or weapon is close to or has reached the top level of its tier. This item will allow you upgrade the equipment to the next level without the risk of it breaking.
If an upgrade fails, the system will be restored to its original state. This is usually a downgrade, but can also be an upgrade. It is a good idea to save an upgrade for when you're close to the highest level of an item, and to use it as a last resort.
Kafra has a number of products that can be used to increase the chances of an upgrade being successful. For instance, upgrading a piece of equipment with HD Oridecon or HD Elunium multiple times will provide you with an increased chance of success. The success rate will also be enhanced if you boost your chances of receiving a Double Mint by Shoe-Minting five times.
Failure Rate
